摘要
当前,数字化深刻影响并改变了贸易的方式与内容,国际贸易已全面迈入数字时代。区块链技术作为核心数字基础设施,为推动数字经济与实体经济深度融合提供了技术支撑。凭借点对点传输、分布式账本等核心技术特性,该技术不仅能提升跨境电商支付结算效率,还可破解供应链协同低效、参与方沟通壁垒等问题,目前已在国际贸易场景中得到广泛应用。新技术的普及也催生了新的挑战,数据保护、隐私安全等议题成为各国政府关注的焦点,纷纷出台数字贸易规则与限制措施,形成新型数字贸易壁垒。在此背景下,中国跨境电商既需在企业层面筑牢合规经营底线,又需依托国家层面的政策支持,在公平合理的国际经贸协定框架下,持续提高数字时代的跨境运营能力。
At present,digitalization is profoundly influencing and transforming both the modes and content of trade,and international trade has fully entered the digital era.As a core digital infrastructure,blockchain technology provides strong technical support for the deep integration of the digital economy and the real economy.With its key features—such as peer-to-peer transmission and distributed ledgers—blockchain can not only improve the efficiency of payment and settlement in cross-border e-commerce,but also help overcome challenges such as inefficient supply chain coordination and communication barriers among participants.It has therefore been widely applied in various international trade scenarios.The widespread adoption of new technologies,however,has given rise to new challenges,particularly regarding data protection and privacy security.These issues have become focal points for governments around the world,leading to the introduction of digital trade rules and restrictive measures that shape new forms of digital trade barriers.In this context,China’s cross-border e-commerce enterprises must strengthen compliance at the firm level while leveraging national-level policy support to continuously enhance their cross-border operational capabilities within a fair and equitable framework of international economic and trade agreements.
