摘要
全球金融基础设施建设逐渐形成共识,世界主要国家和地区对稳定币立法与监管的探索沿着实现支付清算功能的合规化视角迭代。文本在系统梳理《金融市场基础设施原则》引领下全球监管动态的同时,深入分析稳定币对全球金融基础设施带来的冲击以及我国如何从四大战略视角看待稳定币的影响,进而从厘清功能定位、探索改革试点和完善制度规则等方面提出相关对策建议。
With a growing consensus on the construction of global financial infrastructure,many countries are exploring the legislation and regulation of stablecoins from the perspective of achieving compliance in payment and clearing functions.This paper reviews global regulatory developments under the guidance of the Principles for Financial Market Infrastructures,delves into the impact of stablecoins on global financial infrastructure and analyzes how China should respond to this situation from four strategic perspectives.It proposes a number of policy suggestions,including clarifying functional positioning,exploring reform pilots,and improving institutional rules.
