摘要
在我国城市发展过程中,受到政策支持的城市在开发区建设中具有相对优势,进而对创新绩效产生重要影响。本文依据城市功能定位与开发区获批资料来综合判定城市在开发区建设中是否受到政策支持,利用2004—2021年城市是否借助政策支持优势来建设开发区作为准自然实验,选取1984—2001年城市工业总产值占全省比重作为省政府政策支持优势的工具变量,构建PSM-DID模型识别政策支持影响城市创新绩效的因果效应。研究发现,在省级开发区建设中获得省政策支持优势能够显著推动城市创新,平均每年使创新绩效提升16.23%;省政府支持的创新促进效应主要通过产业集聚加速、人力资本优化和科技支出激励等路径实现。上述结论有助于厘清政策支持通过特定政策工具对城市创新绩效的影响效应,推动政府职能转变,更好发挥有为政府作用,在城市开发区建设中采取更具针对性的资源配置政策和创新绩效提升举措。
With the development of cities in China,cities that are supported by policy have a comparative advantage in the construction of development zones,which has an important impact on the performance of their innovation.This study comprehensively investigates whether a city received policy in the construction of development zones through an exploration of its functional orientation and the number of approved development zones owned by it.Using the city’s constructing the development zones from 2004 to 2021 with or without the help of policy support as a quasi-natural experiment,the proportion of the city’s industrial output value to its province from 1984 to 2001 is selected as the instrumental variables for the corresponding provincial government’s policy support,and a propensity score matching difference-in-difference model is constructed to identify the causal effect of the government’s policy support on urban innovation performance.The study concludes that the advantage obtained from policy support could significantly promote urban innovation,with the performance level 16.23%higher annually on average.This promotion effect is primarily realized through industrial agglomeration acceleration,human capital optimization,and science and technology expenditure incentives.The above conclusion will help to clarify the impact of the policy support on urban innovation performance which is achieved through specific policy tools,accelerate the transformation of government functions,fulfill the role of government,and make the governments adopt more targeted resource allocation policies and innovation performance improvement measures in organizing urban development zone construction.
