摘要
随着城市发展从增量扩张阶段转向存量提质增效阶段,测度城市经营性基础设施资本是提升城市价值和创新城市经营模式的重要基础。本文从理论上界定城市经营性基础设施资产的概念与内涵,基于城市基础设施规划、政府会计准则和统计规则确定城市经营性基础设施资产的类别与范围,基于工程属性分别模拟各个子系统的役龄–效率函数、役龄–价格函数,估算2003—2023年我国263个城市的经营性基础设施资本存量净额。测算结果显示,样本期内我国城市经营性基础设施资本存量净额稳步提升。从结构演变趋势来看,能源系统和交通系统的经营性基础设施资本存量净额规模最大,水系统和地下综合管廊系统资本存量逐年扩大。从人均水平来看,城市经营性基础设施人均资本存量不断提高,但绝对差距有所扩大。从空间相关性来看,经营性基础设施资本积累呈现城市群整体发展态势,但城市群外围和省际交界地区的资本积累程度滞后。从空间差异性来看,城市群经营性基础设施资本存量差距下降,但交叉重叠程度增强。本文研究为测度城市经营性基础设施资本存量提供理论基础,为进一步研究城市经营提供实证数据。
As Chinese cities shift from incremental expansion to stock optimization,measuring the capital stock of urban operating infrastructure has become an essential choice for enhancing urban value and innovating urban management models.This paper theoretically defines urban operating infrastructure assets categorizing them based on urban infrastructure planning,government accounting standards,and statistical rules.Then this paper simulates the service age-efficiency and service age-price functions for different infrastructure systems,calculating the net capital stock of urban operating infrastructure in 263 cities from 2003 to 2023.The results show that:The net capital stock of China’s urban operating infrastructure has steadily increased over the sample period.In terms of the structural evolution,the transportation and energy systems have the largest net capital stock,and the net capital stock of water and underground utility tunnel systems is expanding annually.Per capita net capital stock continues to rise,but the absolute disparity has widened.In terms of the spatial distribution,urban operating infrastructure shows overall development within urban agglomerations,yet the net capital stock remains relatively low in cities on their outskirts and near provincial borders.Although disparities within urban agglomerations have decreased,the degree of overlap has increased.This paper provides a theoretical foundation for measuring the net capital stock of urban operating infrastructure and offers empirical data for further research on urban management.
