摘要
产业链协同治理是系统推进工业减排增效的着力点。近年来,部分省份探索实施“链长制”,旨在通过产业链协同治理,促进产业高质量发展。在此背景下,本文基于2016—2022年城市–月度层面数据,运用多期双重差分法实证考察“链长制”的减排效应。实证结果表明,实施“链长制”带来的产业链协同治理能够显著促进地区碳减排,该结论在经过多种稳健性检验后依然成立。异质性分析表明,在营商环境更优、数字经济发展水平更高的地区,“链长制”的减排效应更显著。机制检验表明,“链长制”通过推动产业集聚、促进生产方式绿色转型和强化地方绿色发展支持等途径,促进地区碳减排。此外,作为深刻影响地区产业链结构的制度创新,“链长制”的减排效应具有长期趋势性。本文研究结论为借助产业链协同治理构建绿色低碳产业体系提供参考。
Industrial chain collaborative governance is an important focus for systematically promoting industrial emission reduction and efficiency improvement.In recent years,some provinces have explored the implementation of the“Chain Leader System”,aiming to foster high-quality industrial development through enhanced coordination along the industrial chain.Against this backdrop,this paper examines the emission reduction effect of the“Chain Leader System”using city-level monthly data from 2016 to 2022,employing a multi-period difference-in-differences approach.The empirical results show that the“Chain Leader System”significantly promotes regional carbon emission reductions through industrial chain collaborative governance.This conclusion remains robust after a series of tests.Heterogeneity analysis reveal that the emission reduction effect of the“Chain Leader System”is more pronounced in regions with better business environments and higher level of digital economy development.Mechanism analysis indicates that the“Chain Leader System”contributes to carbon reduction by promoting industrial agglomeration,facilitating green transformation of production,and strengthening local support for green development.Furthermore,as an institutional innovation that profoundly influences the regional industrial chain structure,the emission reduction effect of the“Chain Leader System”has a long-term trend.This article provides a reference for building a green and low-carbon industrial system through the collaborative governance of industrial chains.
