摘要
“十五五”时期是滑雪旅游发展的关键时期,探索滑雪旅游内源式发展对推动经济社会全面繁荣具有重要意义。通过实地走访、专家访谈和文献综述等方法,在揭示滑雪旅游内源式发展着力点的基础上,明确滑雪旅游资源的整合过程,提出如何保障滑雪旅游资源优化利用的建议。“十五五”时期,滑雪旅游内源式发展应锚定可持续与高质量发展目标,突出资源优势、资源整合方式和配置能力提升。当前,滑雪旅游面临资源识别与整合缺乏异质性、资源利用的配套服务不协同和滑雪旅游资源整合的价值共创不强等困境。由此,应激活滑雪旅游资源识别能力,进而准确把握滑雪市场需求变化;激活其资源获取能力,为动态配置资源做准备;协同性提供自组织服务,以增大滑雪旅游资源利用收益;培养地域性企业自组织学习能力来优化其资源利用广度;增强滑雪旅游资源配置的制度安排效率,对制度安排形成价值性创新引导。
The“15th Five-Year Plan”period is a critical phase for the development of ski tourism,where exploring endogenous development in this sector is of great significance for promoting comprehensive economic and social prosperity.Through field visits,expert interviews,and literature reviews,this study identifies key focal points for endogenous ski tourism development,clarifies the integration process of ski tourism resources and proposes recommendations for optimizing their utilization.During the“15th Five-Year Plan”period,endogenous ski tourism development should focus on sustainable and high-quality goals,emphasizing resource advantages,resource integration,and resource allocation capacity enhancement.Currently,ski tourism faces challenges such as a lack of heterogeneity in resource identification and integration,non-coordinated supporting services for resource utilization,and weak value co-creation in ski tourism resource integration.Consequently,we should enhance the ability to identify ski tourism resources to accurately grasp market demand changes,activate resource acquisition capabilities to prepare for dynamic resource allocation;coordinated self-organizing services should be simultaneously provided to increase the returns on ski tourism resource utilization,and the self-organizing learning capabilities of regional enterprises should be cultivated to broaden resource utilization.Finally,the efficiency of institutional arrangements for ski tourism resource allocation should be strengthened to guide these arrangements toward value-oriented innovation.
