摘要
文章通过分析国土空间治理中存在的一系列问题,阐述城市总规划师制度的建立背景,分析政府行政管理和专业技术管理“1+1”的城市总规划师制度特征,以及城市总规划师及其团队在现代国土空间治理中的职能、具体任职要求、技术特征和重要意义。文章以嘉兴市率先在全国建立城市级城市总规划师制度为例,介绍嘉兴市城市总规划师制度的具体创新实践和管理成效,从构建分类、分级总规划师体系,提升政府治理能力,促进规划行业转型等方面,提出城市总规划师制度的探索目标,呼吁将城市总规划师制度在未来更大的范围内进行复制和推广,从而为国土空间治理体系和治理能力现代化提供制度创新。
By analyzing a series of problems in territorial spatial governance,this paper expounds on the background of the establishment of the chief urban planner system and analyzes the characteristics of this system,which is characterized by a combination of"1+1"government administrative management and professional technical management.It discusses the functions,specific job requirements,technical characteristics and significance of the chief urban planner and their team in modern territorial spatial governance.Taking Jiaxing City,which established the first city-level chief urban planner system as an example,this paper introduces the specific innovation practices and management outcomes of the chief urban planner system.It discusses the construction of a classified and graded system,the improvement of government governance capabilities and the promotion of the transformation of the planning industry.This paper also calls for the exploration and broader replication of the chief urban planner system to provide institutional innovations for the modernization of the territorial spatial governance system and capacity.
