摘要
人权是人类文明进步的标志,尊重和保障人权是现代文明的基本精神。第二次世界大战后联合国的成立,是人类历史上前所未有的集体性人权自觉的直接结果。联合国对人类文明进步发挥作用最大的方面就是人权文明。在过去的80年时间里,联合国已经成为全球人权文明进步的引导者、组织者、推进者。保护和促进人权是联合国的核心宗旨,国际社会在联合国框架下建构起了以国际人权价值体系、国际人权法律体系、国际人权权利谱系、国际人权体制机制、国际人权行动体系为主体的人权文明国际体系。联合国推动了人权普遍化、主流化、全球化,使保护和促进人权与世界各国人民的命运紧密相联,人类文明因此而迈上了一个新台阶。历经参与、主动参与、推动引领三个阶段的发展,当代中国在联合国框架下的全球人权文明进程中的作用日益凸显。中国走出了一条顺应时代潮流、适合本国国情的人权发展道路,丰富了人类人权文明多样性,为联合国框架下的全球人权文明进步提供了可资借鉴的经验、智慧与方案。
Human rights are a hallmark of the progress of human civilization,and respecting and guaranteeing human rights is a fundamental tenet of modern civilization.The founding of the United Nations(UN)after the Second World War was the direct outcome of an unprecedented collective consciousness of human rights in human history.The area where the UN has made its most significant contribution to the progress of human civilization is precisely that of human rights civilization.Over the 80 years since its establishment,the UN has become the guide,organizer,and driving force behind the advancement of global human rights civilization.The protection and promotion of human rights is a core purpose of the UN.Within its framework,the international community has built an international system of human rights civilization,comprising the international human rights values system,international human rights legal system,the spectrum of international human rights,international human rights institutional mechanisms,and international human rights action system.The UN has propelled the universalization,mainstreaming,and globalization of human rights,inextricably linking their protection and promotion with the destinies of the peoples of the world,thereby elevating human civilization to a new level.Having undergone three stages of development—participation,active participation,and promotion and leadership—contemporary China now plays an increasingly prominent role in the global human rights civilization process within the UN framework.China has forged a path of human rights development that conforms to the trend of the times and suits to its national conditions,enriching the diversity of human rights civilization for humanity and providing experience,wisdom,and solutions that can serve as a reference for the advancement of the global human rights civilization within the UN framework.
