摘要
百年未有之大变局加速演进下,各国面临日益严峻的安全形势,亟须深化国防教育体系建设。作为亚太地区国防教育的先行者,新加坡开展全民国防教育的实践与经验对我国具有重要借鉴价值。历史上,新加坡的全民国防教育经历了武装教育、团结教育与国民教育3个阶段。近年来,新加坡加快推动国防教育向全民、全过程、全模式的方向发展,并在实践中体现出军民融合、数字赋能及社会衔接等重要特征。结合新加坡全民国防教育经验,我国新时代国防教育应加强顶层设计、完善国防教育课程建设并推动社会参与。
With the acceleration of global changes,nations worldwide are confronting an increasingly severe security landscape.As a pioneer in defence education in the Asia-Pacific region,practices and experiences of Total Defense education in Singapore offer valuable insights.Singapore s Total Defense education has evolved through three distinct phases:Armed Education,Unity Education,and National Education.In recent years,Singapore has accelerated the transformation of Total Defense education towards a whole-population,whole-process,and multi-modal approach.This evolution demonstrates several key features,including civil-military integration,digital empowerment,and social connectivity.Currently,to address the challenges of the digital era and evolving international landscape,Singapore s Total Defense education system is undergoing a digital educational transformation,building upon its systematic curriculum and diversified assessment mechanisms.Drawing on the experience of Singapore s Total Defense education,China s national defense education in the new era should strengthen top-level design,optimize curriculum development,and promote broad societal engagement,in order to accelerate the building of a national defense education system for the new era.
