创新型产业集群科技创新与产业创新融合效率测度——以湖北为例

Measurement of Integration Efficiency Between Technological and Industrial Innovation in Innovative Industrial Clusters:A Case Study of Hubei

摘要 为揭示创新型产业集群创新价值链效率现状及环节间协同特征,基于创新价值链视角,通过构建“知识创新—技术创新—产品创新—孵化创新—转化创新”五维创新价值链,选取湖北48家创新型产业集群为研究对象,运用三阶段数据包络分析方法与随机前沿方法,揭示集群创新效率特征与融合瓶颈。结果表明:湖北创新型产业集群呈现显著的区域能级分化与产业结构性差异,其中集群创新效率随区域生产总值能级正向分化而融合错位,高能级城市“前端研发-后端转化”优势突出而技术创新环节效率滞后,中等能级城市技术创新能力较强而“技术转化—市场应用”链条有断层,低能级城市集群全链条效率较低;技术密集型产业前端创新优势显著,而基础研究与应用开发转化阻滞,资本密集型产业呈现后端转化突进、前端创新滞后的非均衡格局,部分产业集群因技术与市场适配性不足导致整体效率偏低。科技创新与产业创新融合效率受创新要素协同程度、研发资金配置结构、中试熟化程度制约,因地制宜梯次培育集群,有助于推动创新单要素融合向协同融合转换。 To reveal the efficiency status and collaborative characteristics of the innovation value chain in innovative industrial clusters,this study adopts the perspective of the innovation value chain and constructs a five-dimensional innovation value chain encompassing"knowledge innovation-technological innovation-product innovationincubation innovation-transformation innovation".Taking 48 innovative industrial clusters in Hubei as research objects,it applies the three-stage data envelopment analysis(DEA)method and stochastic frontier analysis(SFA)method to identify the characteristics of cluster innovation efficiency and integration bottlenecks.The results show that innovative industrial clusters in Hubei exhibit significant regional-level differentiation and industrial structural differences.Specifically,the innovation efficiency of clusters presents misalignment with the positive differentiation of regional gross domestic product(GDP)levels:high-level cities have prominent advantages in"front-end R&D and back-end transformation"but lag in the efficiency of the technological innovation link;medium-level cities demonstrate strong technological innovation capabilities yet have a break in the"technology transformation and market application"chain;low-level cities show low full-chain efficiency in their clusters.In terms of industrial types,technology-intensive industries have notable advantages in front-end innovation,but face obstacles in the transformation of basic research and application development.Capital-intensive industries present an unbalanced pattern characterized by breakthroughs in back-end transformation and lag in front-end innovation.Some industrial clusters suffer from low overall efficiency due to insufficient technology-market adaptability.The integration efficiency of scientific and technological innovation with industrial innovation is constrained by three factors:the synergy degree of innovation elements,the allocation structure of R&D funds,and the maturity level of pilot-scale production.Cultivating clusters in a hierarchical manner based on local conditions helps promote the transformation of innovation from single-element integration to collaborative integration.
