摘要
在海洋强国与数字中国战略的实施背景下,激活深圳市海洋数据要素的潜力,对于激发海洋数据要素潜能和海洋经济新动能具有重要意义。政务数据作为公共资源的一部分,若能通过政府部门的高效共享对外有序开放,将有效促进数据的增值与流通。本文梳理了国内外海洋数据管理的主要做法,分析了深圳市海洋数据管理的现存问题,特别是在海洋数据共享和开放方面的制约因素,重点探讨了政务数据在深圳市海洋数据共享开放机制中的作用。在此基础上,提出了深圳市海洋数据的分类分级管理办法,探索构建海洋数据共享开放机制,以期推动数据跨部门、跨行业的高效流动,助力深圳市海洋数字经济发展,为完善深圳市海洋数据治理提供政策指导。
Under the context of the"Marine Power"and"Digital China"strategies,unleashing the potential of Shenzhen's marine data elements is of great significance for promoting value-added services of marine data elements and enhancing new momentum for marine economic development.As a part of public resources,government data can facilitate data value enhancement and circulation through efficient internal sharing among government departments and orderly opening to external institutions.This paper reviews the main practices of marine data management both domestically and internationally,analyzes the issues in marine data management in Shenzhen,and discusses the constraints on data sharing and opening.It focuses on the role of government data in Shenzhen's marine data sharing mechanism.The paper proposes a classification and grading management framework for marine data in Shenzhen and explores the establishment of marine data sharing and opening mechanisms to facilitate efficient data flow across departments and industries,thus contributing to the development of Shenzhen's marine digital economy and providing policy guidance for data governance.
