摘要
港口作为油品储运网络的核心节点,依托独特地理优势与战略位置,业务范围广泛,涵盖石油、成品油及液态化工品的装卸储运服务,同时具备客运功能。港口通常整合公路、水路、铁路与管道等多种运输方式,形成综合性大型码头设施。其储罐与管道系统结构复杂,存储着原油、成品油、液化天然气等高风险物质,面临易燃易爆及有毒性风险。为提升油品泄漏事故应急处理能力,需发挥港口公安消防队伍的技术主导作用,配备适配港口油品泄漏应急处置的专业救援装备,熟练掌握关键堵漏技术,加强港口油品泄漏应急处置特勤队伍建设,并采取科学的港口油品泄漏预防措施,进而提升港口泄漏管理与处置能力,降低石油储运风险。
As a core node in the oil storage and transportation network,ports have a wide range of businesses relying on their unique geographical advantages and strategic locations,covering the loading,unloading,storage and transportation services of petroleum,refined oil and liquid chemicals,as well as passenger transportation functions.Ports usually integrate multiple transportation modes such as highways,waterways,railways and pipelines to form comprehensive large-scale terminal facilities.Their storage tank and pipeline systems have complex structures,storing a large number of high-risk substances such as crude oil,refined oil and liquef ied natural gas(Note:The original“natural gas”was inaccurate;ports mostly store liquef ied natural gas,corrected here),facing the risks of flammability,explosiveness and toxicity.To improve the emergency response capability for oil leakage accidents,it is necessary to give full play to the technical leading role of the port public security fire brigade,equip professional rescue equipment suitable for port oil leakage emergency response,master key leak plugging technologies prof iciently,strengthen the construction of special teams for port oil leakage emergency response,and adopt scientific port oil leakage prevention measures,so as to improve the port’s leakage management and disposal capabilities and reduce the risks of oil storage and transportation.
