我国碳标识制度建立的必要性、现实困境与对策研究

摘要 2025年国务院《政府工作报告》提出建立碳标识认证制度,积极应对绿色贸易壁垒。碳标识是应对气候变化,发展低碳经济的有效工具。碳标识制度的建立能够助力实现碳达峰碳中和目标、完善环境标志制度、应对国际绿色贸易壁垒、保障公民环境知情权。然而,由于我国碳标识起步较晚,在制度构建过程中面临着碳标识评价领域缺少相关法律规范、评价标准不统一、供应链碳足迹管理难以溯源、绿色认证和碳排放标准存在较大偏差等现实困境。亟待完善碳标识法律体系、制定产品碳足迹核算规则标准、加快建立国际互认的产品种类规则、培育公众低碳消费意识,进而加速推进中国式碳标识制度的建立。 The 2025 State Council Government Work Report proposes to establish a carbon labeling system to actively respond to green trade barriers.Carbon labeling is an effective tool for addressing climate change and developing a low-carbon economy.The establishment of a carbon labeling system can help achieve the goals of carbon peaking and carbon neutrality,improve the environmental labeling system,respond to international green trade barriers,and safeguard citizens’right to environmental information.However,due to the late start of carbon labeling in China,the system faces practical difficulties in its construction process,such as the lack of relevant legal norms in the field of carbon labeling evaluation,inconsistent evaluation standards,difficulties in tracing the carbon footprint management of supply chains,and significant deviations between green certification and carbon emission standards.It is urgent to improve the legal system for carbon labeling,formulate product carbon footprint accounting rules and standards,accelerate the establishment of internationally mutual recognized product category rules,cultivate public awareness of low-carbon consumption,and thereby accelerate the establishment of a Chinese-style carbon labeling system.
