摘要
为了使金融体系更加全面、深入、精准地支持新质生产力发展,需要厘清金融支持新质生产力发展的理论逻辑与实践路径。结果表明,理论逻辑建立在多学科交叉融合的基础上,涵盖内生增长、资本融合、结构优化、绿色转型与创新监管等五大维度,这既有经典经济学理论的延伸,也有结合中国实践的政策创新。基于理论逻辑阐述了促进新质生产力发展的“政策引导—产品服务—资本市场—绿色金融—金融监管”五维金融支持路径,具体路径为:强化政策导向与扶持机制,促进政策层面的积极干预与支持;驱动金融产品与服务的创新演化与升级迭代,推动金融业的服务模式革新;完善并构建多层次的资本市场体系结构,以丰富资本市场的层次性与多样性;加速绿色金融领域的蓬勃发展与深度拓展,促进绿色经济的转型升级;强化金融监管体系的效能与稳健性,确保金融风险处于可控范围之内。金融支持可为新质生产力的孕育与成长给予长久稳定的资金保障,进而驱动中国经济迈向更高质量的发展阶段。
In order to make the financial system support the development of new quality productivity more comprehensively,deeply and accurately,it is necessary to analyze the theoretical logic and practical Paths of financial support for the development of new quality productivity.The results show that the theoretical logic is built on the basis of interdisciplinary integration,covering five dimensions:endogenous growth,capital integration,structural optimization,green transformation and innovation supervision,which is both an extension of classical economic theory and a combination of policy innovation in China's practice.Based on the theory and logic,this paper expounds the five-dimensional financial support path:policy guidance,product service,capital market,green finance and financial supervision to promote the development of new quality productivity.The specific path is as follows:Strengthening the policy guidance and support mechanism and promoting the active intervention and support at the policy level;driving the innovation,evolution and upgrading of financial products and services,and promoting the service model innovation of the financial industry;perfecting and constructing multi-level capital market system structure to enrich the hierarchy and diversity of capital market;accelerating the vigorous development and in-depth expansion of green finance,and promote the transformation and upgrading of green economy;and strengthening the effectiveness and robustness of the financial regulatory system to ensure that financial risks are under control.It shows that finance can provide long-term and stable financial guarantee for the breeding and growth of new quality productivity,and then drive China's economy to a higher quality development stage.
