摘要
文章旨在构建人民城市理念下控制性详细规划(控规)的品质性评估体系,为新一轮国土空间详细规划的前置工作提供借鉴。文章首先阐述了既有控规评估在人民城市理念下品质性评估指标体系构建的不足,以及相关技术标准的缺陷。进而提出人民共建、共享、共治三大理念对控规品质性评估的新要求,并基于此建立涵盖“3大理念、9个维度、25项指标”的评估体系,运用GIS一致性分析等多种方法开展评估。以株洲市为例进行实证研究,结果显示:株洲市在人民共建方面的公众参与机制不健全;在人民共享方面的设施配置空间不均、职住失衡等问题突出;在人民共治方面的社会监督机制不完善。研究表明,控规评估体系应随着城市发展需求的增加而持续优化,从而进一步指导规划实施和项目建设。
The paper aims to construct a quality assessment system for the detailed control plan(control plan)under the concept of people’s city,so as to provide a reference for the front work of the new round detailed territorial spatial planning.The paper firstly describes the deficiencies in the construction of the quality assessment system for the existing control plan assessment under the concept of people’s city and the shortcomings in the related technical standards.Then,it puts forward the new requirements of the three major concepts of people’s co-construction,sharing and co-governance for the quality assessment of the control plan,and establishes an assessment system covering“three major concepts,nine dimensions,and 25 indicators”based on these concepts,and carries out the assessment by using a variety of methods,such as GIS consistency analysis.An empirical study was conducted in Zhuzhou City,and the results showed that the public participation mechanism in Zhuzhou City is not sound in terms of people’s co-construction;the spatial imbalance in the allocation of facilities and the imbalance between occupations and housing are prominent in terms of people’s sharing;and the social supervision mechanism is imperfect in terms of people’s co-rule.The study suggests that the control plan evaluation system should be continuously optimized with the increase of urban development needs,so as to further guide the planning implementation and project construction.
