摘要
俄罗斯官方认为,美国“印太战略”服务于自身霸权,主要目标是遏制中国,同时也有反俄、遏俄的战略职能,不利于亚太安全与稳定,有损亚太地区以东盟为中心的原有机制与架构。俄对美国“印太战略”持总体否定及反对的认知与立场,其原因在于:俄对美国外交政策的怀疑、否定与反对已逐渐固化为本国外交政策的意识形态观;美国“印太战略”的全球与地区目标与俄相关目标矛盾;美国这一战略不利于俄“向东转”战略及“大欧亚伙伴关系”计划的实施。为应对美国“印太战略”,俄积极主张并推动在亚太地区建立集体安全与合作架构,并支持东盟在亚太地区多边架构中的中心地位;支持中国并与中国共同反制美国“印太战略”,同时积极牵制与俄友好的亚太其他国家被美国纳入“印太战略”轨道;继续大力实施“向东转”战略;持续加强俄东部军区、尤其是海基核力量建设。俄罗斯反对美国“印太战略”的措施对美国及其盟友有一定的现实牵制意义,有利于维护本国的大国地位和地区影响。
Russia believes that America's"Indo—Pacific"strategy serves its hegemony and contains China,while America also attempts to deter Russia.This strategy has undermined the security and stability of the Asia—Pacific region.Russia holds a negative perception and position towards the"Indo-Pacific"strategy.Traditionally,Russia has a skeptical,negative,and opposed attitude towards the US foreign policy,and this extends to the US"IndoPacific"strategy.The goals of the US"Indo—Pacific"strategy are contrary to Russia's political,security,and economic interests in the Asia—Pacific region.The"Indo—Pacific"strategy undermines Russia's pivot to the east strategy and the Greater Eurasian Partnership plan.In response to the US"Indo Pacific"strategy,Russia promotes the establishment of a collective security and cooperation framework in the Asia—Pacific region.Russia supports the central position of ASEAN in the multilateral framework.Russia stands with China to counter the US"IndoPacific"strategy.Russia continues to implement the pivot to the east strategy to hedge against the strategic containment,isolation,and exclusion from America.Russia also strengthens the construction of the Russian Eastern Military Region,especially the sea-based nuclear forces,to maintain strategic deterrence and balance against America and to safeguard the security of Russia.
