摘要
本文在深入阐释科技创新和产业创新融合内涵及互动逻辑的基础上,构建科技创新和产业创新融合评价指标体系,然后采用“纵横向”拉开档次法和耦合协调模型测度分析2010—2022年中国284个地级及以上城市的科技创新和产业创新融合水平,并深入考察其演化特征及影响因素。研究发现:(1)中国科技创新和产业创新融合水平稳步提升,但整体水平较低。(2)融合水平的区域总体差异存在扩大趋势,区域间差异对总体差异的贡献度最大。(3)融合水平的绝对差异表现出波动上升态势,但极化现象有所改善。(4)融合水平呈现“高水平发展极”与“低水平发展陷阱”并存的空间集聚特征。(5)高校和科研机构创新主体作用不突出、知识性创新成果匮乏、未来产业培育不足、创业活跃度不高、产学研合作滞后是制约融合水平提升的主要因素。(6)经济基础、交通可达性、融资约束缓解、对外开放均能显著提升融合水平,但政府支持和人才保障的促进作用不显著。
This study establishes an evaluation index system for the integration of scientific and technological innovation and industrial innovation,grounded in a thorough examination of their conceptual foundations and interactive logic.Employing the"Longitudinal and Horizontal"Scatter Grading Method and a Coupling Coordination Model,we measure the integration level across 284 Chinese cities from 2010 and 2022,analyzing its evolutionary characteristics and influencing factors.Key findings indicate:(1)China s integration of scientific and technological innovation and industrial innovation shows steady improvement yet maintains a relatively low overall level.(2)Regional disparities exhibit a widening trend,with differences between regions constituting the primary source of overall variation.(3)Absolute differences in integration levels demonstrate fluctuating growth,although polarization effects show signs of mitigation.(4)Spatial agglomeration features reveal coexistence of"high-level development poles"and"low-level development traps".(5)The lack of a prominent role of universities and research institutions as key innovators,insufficient knowledge-based innovation outputs,inadequate cultivation of future industries,low entrepreneurial activity,and lagging industry-academia-research collaboration are the main factors impeding the enhancement of integration levels.(6)Economic foundations,transportation accessibility,eased financing constraints,and openness significantly enhance integration,whereas government support and talent provision demonstrate no statistically significant promoting effects.
