摘要
跨境电商作为重要的贸易新业态,为城市创新注入新动能。本文以跨境电商综合试验区的设立为准自然实验,选取2014—2022年中国283个地级及以上城市的面板数据,运用双重机器学习方法,对跨境电商综合试验区设立与城市创新之间的关系进行研究。研究发现,跨境电商综合试验区设立显著提升了城市创新水平,这一结论在采用工具变量法进行内生性分析及一系列稳健性检验后仍然成立。机制检验表明,这种影响主要通过优化营商环境、促进经济集聚和增加科技投入得以实现。异质性分析显示,跨境电商综合试验区试点政策对前三批试点城市、低行政级别和科教水平较低城市的创新水平有显著促进作用。研究结果为更高效地发挥跨境电商综合试验区的创新效应提供了经验证据支撑,为政府相关部门有针对性地推进跨境电商综合试验区高质量建设提供启示。
Cross-border e-commerce,as an important new type of trade,brings new impetus to urban innovation.This paper takes the establishment of cross-border e-commerce comprehensive pilot zones as a quasi-natural experiment,uses panel data of 283 prefecture-level and above cities in China from 2014 to 2022,and employs the double machine learning method to study the relationship between the establishment of cross-border e-commerce comprehensive pilot zones and urban innovation.The research finds that the establishment of cross-border e-commerce comprehensive pilot zones significantly enhances the level of urban innovation.Mechanism tests show that this effect is mainly achieved through optimizing the business environment,promoting economic agglomeration,and increasing investment in science and technology.Heterogeneity analysis indicates that the pilot policies of cross-border e-commerce comprehensive pilot zones have a significant promoting effect on the innovation level of the first three batches of pilot cities,cities with lower administrative levels,and cities with lower levels of science and education.The research results provide empirical evidence to support the more efficient exertion of the innovation effect of cross-border e-commerce comprehensive pilot zones and offer implications for government departments to promote the high-quality construction of cross-border e-commerce comprehensive pilot zones in a targeted manner.
