摘要
厘清城市群规划对新质生产力的影响效应和作用机理对于助推区域高质量发展具有重要价值和意义。本文基于理论分析框架构建,运用2010—2021年全国282个地级及以上城市面板数据通过多种计量模型实证检验城市群规划对新质生产力水平的影响效应和作用机制。研究发现:(1)我国各城市新质生产力水平整体呈现出“水平提升-幅度拓宽-高值扩散”的演变特征;(2)城市群规划对新质生产力的发展具有显著促进作用,该结论在经过一系列稳健性检验后仍然成立;(3)城市群规划通过强化政府支持、拉动就业需求、驱动区域创新三条作用路径助推新质生产力发展;(4)城市群规划对东部城市、一二线城市、核心城市以及经济发达城市的新质生产力水平助推效应更强。应从探索多元协同发展模式、激发地方政府参与意识、强化城市群扩散效应三方面入手,充分发挥城市群规划对新质生产力水平的助推效应。
Understanding the impact and mechanisms of urban agglomeration planning on new quality productive forces is essential for promoting regional high-quality development and enhancing productivity levels.Based on a constructed theoretical analytical framework,this study empirically examines the impact effects and mechanisms of urban agglomeration planning on new quality productive forces levels,utilizing panel data from 282 prefecture-level and above cities in China from 2010 to 2021,and applying multiple econometric models.The research findings are as follows:(1)The new quality productive forces levels of cities in China exhibit an evolution characterized by"level enhancement,amplitude widening,and high-value diffusion".(2)Urban agglomeration planning significantly promotes the development of new quality productive forces,which remains robust across various tests.(3)Urban agglomeration planning boosts new quality productive forces through three pathways:enhancing government support,stimulating employment demand,and driving regional innovation.(4)The promoting effect of urban agglomeration planning on new quality productive forces is stronger in eastern cities,first-and second-tier cities,core cities,and economically developed areas.To fully leverage the boosting effect of urban agglomeration planning on new quality productive forces levels,it is recommended to explore diverse collaborative development models,stimulate local government engagement,and strengthen the diffusion effects of urban agglomerations.
