算法武器化视域下情报风险的生成、影响及应对——基于社会燃烧理论的分析

摘要 [研究目的]探讨算法武器化视域下情报风险的生成机理、多维影响及治理路径,聚焦算法技术在发展、部署、使用过程中,于本体域、技术域与认知域引发的情报风险,为构建我国情报治理体系提供理论与实践指引。[研究方法]引入社会燃烧理论作为分析框架,构建“燃烧物质-助燃剂-点火温度-爆发释放”动态演化模型,解构情报风险的生成逻辑;通过理论推演与案例佐证,从生成机理、多维影响到治理路径,建立“生成-影响-应对”的逻辑闭环;综合运用跨学科分析方法,结合技术特性与情报实践,提出技术、法律、认知等多维度治理策略。[研究结论]算法武器化视域下情报风险的生成遵循“算法脆弱性触发—技术平权扩散—数据递归污染—风险全域外溢”的演化路径,其影响覆盖情报生态体系瓦解、关键信息基础设施失序、社会认知共识侵蚀三大维度。为此,我国应以总体国家安全观为引领,构建理念治理层;强化算法鲁棒性,筑牢技术“防火层”;完善法律制度体系,形成法律“阻燃层”;提升公众辨识素养,建立认知“降温层”,最终形成技术加固、法律约束与认知防御协同的多维治理格局,以有效遏制算法武器化带来的情报安全风险。 [Research purpose]It explores the generative mechanisms,multidimensional impacts,and governance pathways of intelligence risks from the perspective of algorithmic weaponization,with a focus on the intelligence risks arising in the ontological,technological,and cognitive domains during the development,deployment,and application of algorithmic technologies,so as to provide theoretical and practical guidance for constructing China's intelligence governance system.[Research method]The Social Combustion Theory is introduced as an analytical framework to construct a dynamic evolution model of“combustible material,accelerant,ignition temperature,and outbreak release”,deconstructing the generative logic of intelligence risks.Through theoretical deduction and case study verification,a logical closed loop of“generation-impact-response”is established,spanning from the generation mechanism and multidimensional impacts to governance pathways.By employing interdisciplinary analytical methods and integrating technical characteristics with intelligence practices,the study proposes multidimensional governance strategies encompassing technological,legal,and cognitive dimensions.[Research conclusion]The research indicates that the generation of intelligence risks under algorithmic weaponization follows an evolutionary path of“algorithmic vulnerability triggering,technological parity diffusion,data recursive pollution,and risk spillover across all domains”.Its impacts encompass three major dimensions:the collapse of the intelligence ecosystem,disorder in critical information infrastructure,and erosion of social cognitive consensus.Therefore,Establishing a conceptual governance system guided by the holistic approach to national security should be considered.This involves strengthening algorithmic robustness to build a technological firewall layer,improving the legal and institutional system to form a legal flame-retardant layer,and enhancing public identification literacy to achieve a cognitive cooling layer.This fosters a multidimensional governance pattern featuring the synergy of technological reinforcement,legal constraints,and cognitive defense,effectively curbing the intelligence security risks brought by algorithmic weaponization.
