摘要
电网作为国家关键基础设施,其安全稳定运行关乎国计民生与社会稳定,电网突发事件极易引发复杂舆情。本文基于4R危机管理理论和情境危机沟通理论(SCCT),系统分析电网舆情演化呈现“触发—扩散—极化”三个阶段的特征,揭示其技术复杂性、民生关联性与社会敏感性交织的独特性。针对当前治理实践中存在的时效滞后、情感缺位、圈层穿透不足等结构性矛盾,创新性提出“防—守—疏—化”全流程闭环治理范式。该体系通过顶层设计、数智赋能与协同机制的三维整合,实现舆情治理从事前风险防范、事发精准响应、事中协同疏解到事后信任修复的闭环运作,为推动电网舆情治理从被动响应向信任共建的范式跃迁提供理论框架与实践路径。
As critical national infrastructure,the safe and stable operation of the power grid is vital to the national economy,people's livelihood,and social stability.Emergencies in the power grid often trigger complex online public opinion.Based on the 4R crisis management theory and the Situational Crisis Communication Theory(SCCT),this paper systematically analyzes the evolution of power grid-related public opinion,which exhibits three stages:“triggering,spreading,and polarization.”It reveals the unique characteristics of this phenomenon,where technical complexity,relevance to people's livelihood,and social sensitivity are intertwined.In response to the structural contradictions in current governance practices,such as delayed timing,emotional disconnect,and insufficient penetration into social circles,this paper innovatively proposes a“prevent-defend-disperse-rectify”closed-loop governance framework that covers the entire process.This framework integrates top-level design,intelligent empowerment,and collaborative mechanisms to achieve closed-loop operation in public opinion governance,spanning pre-crisis risk prevention,precise response during incidents,collaborative resolution during events,and post-crisis trust restoration.It provides a theoretical framework and practical pathways for transforming power grid public opinion governance from passive response to a paradigm shift toward trust co-construction.
