摘要
水利工程是保障防洪安全、水资源供给及生态平衡的战略性基础设施,其资金管理效能直接关系工程效益的可持续性。针对水利工程建设与运营中资金管理存在的核心风险,文章基于全生命周期理论,提出创新性风险管理体系。该体系可有效平衡水利工程的经济性与生态性目标,提升资金使用韧性,为应对市场化改革与气候变化双重挑战提供理论支撑,对保障国家水安全、推动水利行业高质量发展具有重要实践价值。
Water conservancy projects are strategic infrastructure for ensuring flood control safety,water resource supply and ecologi cal balance.The efficiency of their fund management is directly related to the sustainability of the project benefits.In response to the core risks existing in the fund management in the construction and operation of water conservancy projects,this paper based on the theory of the entire life cycle,proposes an innovative risk management system.This system can effectively balance the economic and ecological goals of water conservancy projects,enhance the resilience of fund utilization,provide theoretical support for addressing the dual challenges of market-oriented reform and climate change,and has significant practical value for ensuring national water security and promoting the high-quality development of the water conservancy industry.
