摘要
在福利多元主义的视角下,听力障碍儿童家庭往往只能采取被动的康复策略。听力障碍儿童的康复任务主要由家庭承担,康复效果受到家庭参与意愿的影响。通过在云南省展开的多案例扎根研究并分析影响家庭参与的因素,可以构建“政策情境压力-家庭态度拉力-社会行为推力”的模型。国家应将听力障碍儿童救助的重点从“听力障碍儿童权利”扩展至“家庭发展权利”,尤其关注7~16岁听力障碍儿童家庭在完整生命周期中的真实需求。基于此,相关部门应打破政策壁垒,统筹康复资源,提供观念引导与社会支持,鼓励家庭积极参与康复。具体而言,短期内要加强7~16岁儿童康复服务间的衔接,避免政策空白;长期内应提升家庭抗逆力,提高听力障碍儿童生活质量,营造包容的社会支持环境。
From the perspective of welfare pluralism,families of hearingimpaired children often find themselves limited to adopting passive rehabilitation strategies.As the primary undertakers of the rehabilitation process,the effectiveness of their efforts is heavily influenced by their willingness to participate.Through indepth case studies conducted in Yunnan,and analyzing the factors that affect family participation,this study constructs a“policy context pressure–family attitude pull–social behavior push”model.It proposes that state assistance should shift its focus from the“rights of hearing-impaired children”to“family development rights”,with particular attention to the genuine needs of families with children aged 7 to 16 throughout the entire family life cycle.Consequently,relevant authorities should break down policy barriers,coordinate rehabilitation resources,provide guidance and social support,and encourage active family participation.Specifically,short-term efforts should strengthen the continuity of rehabilitation services for children aged 7 to 16 to avoid policy gaps.Long-term goals should focus on enhancing family resilience,improve the quality of life for hearing-impaired children,and foster an inclusive social support environment.
