摘要
产能提升是粮食安全的重要保障。粮食收购价格政策不仅是当季粮食产量的“稳定剂”,而且是粮食产能持久增长的“助推剂”,对于保障粮食有效供给、确保国家粮食安全发挥重要政策作用。本文以最低收购价格政策为代表,选择小麦作为政策代表品种,基于粮食产能安全视角,根据2000—2023年12个小麦主产省区的面板数据,运用双重差分法实证分析粮食收购价格政策与粮食安全的关系。研究结果表明:粮食收购价格政策通过正向影响粮食生产规模和粮食生产效率,对粮食安全产生增产保供的积极作用;限量收购政策调整对最低收购价格政策的增产效应具有积极影响但影响效能有待提升;粮食收购价格对执行省份的影响明显强于非政策执行省区。基于此,应推进粮食价格政策改革,助力粮食安全;提高粮食综合生产能力,保障粮食增产;完善农业配套政策体系,形成政策合力。
Enhancing production capacity is a crucial guarantee for food security.The grain purchase price policy not only serves as a“stabilizer”for the current grain output but also acts as a“booster”for the sustained growth of grain production capacity,playing a significant policy role in ensuring effective grain supply and national food security.This paper takes the minimum purchase price policy as a representative and selects wheat as the policy representative variety.Based on the perspective of grain production capacity security,it uses panel data from 12 major wheat-producing provinces and regions from 2000 to 2023 and the difference-in-differences method to empirically analyze the relationship between the grain purchase price policy and food security.The research results show that the grain purchase price policy has a positive effect on food security by positively influencing the scale and efficiency of grain production.The adjustment of the limited purchase policy has a positive impact on the production-increasing effect of the minimum purchase price policy,but the impact efficiency needs to be improved.The impact of the grain purchase price on policy-implementing provinces is significantly stronger than that on non-policy-implementing provinces.Based on this,it is necessary to promote the reform of grain price policies to support food security,enhance the comprehensive grain production capacity to ensure grain production growth,and improve the agricultural supporting policy system to form a policy synergy.
