摘要
村庄规划与土地综合整治是乡村地区生产、生活、生态空间治理的重要政策工具。近年来,随着村庄规划与土地综合整治工作的不断深入,进一步理顺村庄规划向土地综合整治的传导与实施路径、土地综合整治的运作与实施机制显得尤为关键。文章在梳理村庄规划编制与土地综合整治衔接过程中存在问题的基础上,明确了基于村庄规划的土地综合整治实施路径,并探索土地综合整治实施机制、运作模式、激励政策等。
Village planning and integrated land consolidation serve as key policy instruments for the integrated governance of production,living,and ecological spaces in rural areas.In recent years,as efforts in village planning and integrated land consolidation have continued to deepen,it has become increasingly important to clarify the implementation pathways linking village planning to land consolidation,as well as the operational mechanisms and implementation frameworks of integrated land consolidation itself.Based on an analysis of existing challenges in the coordination between village planning and integrated land consolidation,this paper clarifies the implementation path for integrated land consolidation based on village planning,and explores its implementation mechanisms,operational models and incentive policies.
