摘要
粮食安全是国家安全的重要战略基石,高标准农田建设是夯实这一战略基石的重要组成部分。中央政府与地方政府高标准农田建设支持政策的有效协同有助于高标准农田建设政策的高效运行,促进全国高标准农田建设可持续发展。该研究基于PMC指数模型对中央政府与地方政府近十二年发布的1338份高标准农田建设支持政策文本进行分析。研究结果表明:①2012—2023年,中央政府和地方高标准农田建设支持政策的发文数量呈波动上升趋势,政策数量和政策质量均有提升,但各地方与中央高标准农田建设支持政策不完全同步。②从高标准农田建设支持政策协同状态看,地方政策的协同广度和政策PMC指数总体较高,但政策协同深度和政策协同度较低。③从高标准农田建设支持政策协同过程看,中央高标准农田建设支持政策表现出阶段性变化特征,地方政策没有表现出与中央政策一致的阶段性变化特征,地方高标准农田建设支持政策协同存在滞后性。④不同政策协同状况下地方政府与中央政府的高标准农田建设支持政策内容存在一定差异。为提高地方与中央政府高标准农田建设支持政策协同性,中央政府应强化宏观指导作用,明确高标准农田建设支持政策目标,同时赋予政策弹性;引导地方政府根据实际情况制定差别化的政策执行措施。地方政府需积极响应中央政策,遵循因地制宜原则,有效推进;通过完善政策反馈机制,将地方高标准农田建设支持政策实施效果及时反馈至中央,提高地方政策敏感度和响应速度,减少地方政策的协同滞后性。
Food security constitutes a critical strategic cornerstone of national security,and the development of high-standard farmland serves as an integral component in consolidating this foundation.Effective synergy between central and local government support policies for high-standard farmland construction facilitates the efficient implementation of these policies,and fosters the sustainable development of high-standard farmland in China.Based on the Policy Modeling Consistency(PMC)index model,this study conducted a quantitative analysis of 1338 documents on high-standard farmland construction policies issued by central and local governments over the past twelve years.The findings indicated that:①Between 2012 and 2023,the number of high-standard farmland construction support policies issued by the central and local governments exhibited a fluctuating upward trend,with improvements observed in both policy quantity and quality.However,the implementation of local governments'policies demonstrated incomplete synchronization with their central counterparts in this domain.②Regarding the synergy status of high-standard farmland construction support policies,local policies exhibited relatively high synergy breadth and PMC indices,but synergy depth and degree remained low.③Regarding the policy synergy process,the central government's support policies manifested phased evolutionary characteristics,whereas local policies did not follow the same phased pattern,indicating a lag in local policy synergy.④There were differences in the content of high-standard farmland construction support policies between local and central governments under different policy synergy scenarios.To improve the synergy of local and central government support policies for high-standard farmland construction,the central government should strengthen its macro-level guidance by clearly defining policy objectives while incorporating flexibility into policy design.Concurrently,the central government should guide local governments to develop differentiated implementation strategies according to local conditions.Local governments need to actively respond to central policies,adhere to the principle of adapting to local conditions,and effectively promote the construction of high-standard farmland.They should also improve policy feedback mechanisms by timely reporting the implementation effects of local policies to the central government so as to improve local policy sensitivity and responsiveness and reduce synergy delays.
