摘要
系统梳理从“传统科普”到“公众理解科学”再到“大科普”的三次范式演进,构建“防灾—适应—治理”三位一体的气象大科普框架,分析新修订《科普法》视域下气象大科普时代的新机遇与挑战,辨析气象科普与气象宣传在核心目标与运作逻辑上的本质差异,指出当前在顶层设计、产品供给与人才激励等方面存在的短板,提出法律嵌入、分层产品、预警-科普联动与社会资金撬动四条实施路径,旨在为气象科普高质量发展提供系统性解决思路。
This paper systematically reviews the three paradigmatic evolutions from“traditional science popularization”to“public understanding of science”and ultimately to the current era of“Grand Science Popularization”,constructing a trinity framework of meteorological grand science popularization focused on“disaster prevention-adaptation-governance.”The article analyzes the essential differences between meteorological science communication and meteorological publicity in terms of core objectives and operational logic,pointing out existing shortcomings in top-level design,product supply,and talent incentives.Furthermore,four implementation pathways are proposed:legal embedding,tiered products,early warning-science communication linkage,and leveraging social funding.The aim is to provide a systematic solution for advancing the high-quality development of meteorological science popularization.
