摘要
文章以赤水市贵州省长江半岛文化产业园项目为例,从赤水河河道演变、行洪能力、冲刷淤积影响、岸坡稳定性分析了项目建设对赤水河河道的影响,同时分析了对现有水利工程、防汛、第三人合法水事权益的影响。结果表明:工程建设轻微改变了工程河段的行洪条件但影响程度很小,对河道正常行洪基本无影响,河段冲淤条件改变较小,总体河势趋于稳定,工程建设对已建成水利工程运行管理无影响,工程实施对防洪抢险工作是安全且有利的。
Taking the Yangtze River Peninsula Cultural Industry Park Project in Chishui City as an example,the impact of project construction on the Chishui River channel was analyzed from the aspects of river evolution,flood discharge capacity,erosion and sedimentation effects,and bank slope stability.At the same time,the impact on existing water conservancy projects,flood prevention,and the legitimate water rights and interests of third parties was also analyzed.The results show that the engineering construction slightly changed the flood discharge conditions of the engineering section,but the impact was minimal,and had little effect on the normal flood discharge of the river.The erosion and deposition conditions of the river section changed little,and the overall river situation tended to be stable.The engineering construction had no impact on the operation and management of the completed water conservancy projects,and the implementation of the project was safe and beneficial for flood control and emergency rescue work.
