摘要
为评估和控制危险品的道路运输风险,合理确定运输安全容量,本文从人员因素、车辆因素、环境因素和管理因素四个维度,结合现实风险情况构建评价指标体系,运用G1法和模糊综合评价法确定各风险因素的权重和隶属度,并在此基础上改进个人风险分析模型,提出一种考虑现实风险因素的危险品运输安全容量确定方法。该方法可在不同现实条件下,对各运输车辆的安全容量进行精准计算和调整。以某城市化工园区为例,应用该方法能够合理确定危险品道路运输的安全容量,从而将运输风险控制在个人可接受的范围内。
In order to evaluate and control the risks of road transportation of dangerous goods and reasonably determine the transport safety capacity,this paper constructs an evaluation index system from four dimensions(i.e.personnel factors,vehicle factors,environmental factors,and management factors),while considering real risk situation.The G1 method and fuzzy comprehensive evaluation are used to determine the weight and membership degree of each risk factor.Based on this,the personal risk analysis model is improved,and a method for determining the transport safety capacity of dangerous goods considering realistic risk factors is proposed.This method can precisely calculate and adjust the safety capacity of each transport vehicle under different real-world conditions.Taking a chemical industrial park in a city as an example,the application of this method can reasonably determine the transport safety capacity of dangerous goods,thereby controlling the transportation risks within an individually acceptable range.
