摘要
以遂昌县探索山区农村供水“3+1”标准化建设和管护模式为例,阐述了高位统筹谋划、超常规推进落实及全方位资金保障等顶层统筹推动农村供水高质量发展举措。同时,基于城郊融合型、集聚发展型和整治提升型等村庄类别,科学探索具有差异化的供水保障路径。通过优化建设管理模式、加强多部门协同合作、强化新质生产力赋能等方式推动改革攻坚破题,创新实践“1314”县级统管模式,促进管护工作规范化、服务水平专业化以及响应机制高效化。结合遂昌县的实践经验,论述了在保障农村供水高质量发展过程中,坚持战略引领和“以人民为中心”的发展理念、强化系统谋划、深化改革破解发展难题及提高群众参与度的重要意义,为改善农村人居环境、助力乡村振兴、实现共同富裕提供参考。
Taking Suichang County's exploration of the“3+1”standardized construction and management mode for mountainous rural water supply as an example,this paper elaborates on top-level coordinated strategies for high-quality rural water supply development,including high-level planning,extraordinary promotion and implementation,and comprehensive funding support.Based on categories such as urban-suburban integration,cluster development,and improvement-oriented villages,it scientifically explores differentiated water supply guarantee paths.Through optimizing construction and management models,strengthening multi-department coordination,empowering with new productive forces,and innovatively practicing the“1314”county-wide management model,it promotes standardized management,professional service levels,and efficient response mechanisms.Based on Suichang's practical experience,the significance of adhering to strategic leadership,people-centered development,systematic planning,deepening reform to solve development challenges,and increasing public participation in ensuring high-quality rural water supply development is discussed,providing reference for improving rural living environments,supporting rural revitalization,and achieving common prosperity.
