摘要
在进一步全面深化改革、推进中国式现代化、在法治轨道上全面建设社会主义现代化国家的新征程上,以习近平同志为核心的党中央响亮提出“建设更高水平的法治中国”的战略思想和目标任务。从“建设法治中国”到“建设更高水平的法治中国”的话语变化,不仅意味着法治中国建设进入新阶段、踏上新征程,而且揭示了中国特色社会主义法治内在的发展规律,蕴含着中国式法治现代化的演变趋势,体现出新时代中国法理的思想升华。面向新时代新征程,建设更高水平的法治中国,必须坚定不移走中国特色社会主义法治道路,聚焦良法善治的核心价值和文明指向,推动中国特色社会主义法治体系更加完善,传承中华优秀传统法律文化、赓续中华法治文明,推动法治的数字化智能化跃升,以法治之力促进世界和平与发展、推动实现“法安天下”“美美与共”的人类愿景。
On the new journey of comprehensively deepening reform,advancing Chinese modernization,and building a modern socialist country in all respects on the path of the rule of law,the Party Central Committee with Comrade Xi Jinping at its core has clearly put forward the strategic concept and objectives of"building higher-standard of rule of law in China."The shift in discourse from"building a China governed by law"to"building a China governed by law at a higher level"not only signifies that China's rule of law development has entered a new phase and embarked on a new journey,but also reveals the inherent developmental patterns of socialist rule of law with Chinese characteristics.It embodies the evolutionary trends of Chinese-style rule of law modernization and reflects the intellectual elevation of China's legal philosophy in the new era.Facing the new era and new journey,building higher-standard rule of law in China requires unwavering adherence to the path of socialist rule of law with Chinese characteristics.It demands focusing on the core values and civilizational orientation of sound laws and goodgovernance,advancing the refinement of the socialist rule of law system with Chinese characteristics,inheriting China's outstanding traditional legal culture,continuing the legacy of Chinese legal civilization,and driving the digital and intelligent leap of the rule of law.Through the power of the rule of law,we will promote world peace and development,and advance the realization of the human vision of"the rule of law securing the nation"and"harmonious coexistence in beauty."
