摘要
2024年《能源法》《矿产资源法》修订公布,标志着中国能源矿业领域法治建设开启新篇章。为创新能源治理体系高层次、专门化法治人才培养范式,中国矿业大学(北京)一方面探索扩展能源矿业法治人才教学知识体系,以“双法”修订关键制度为切入点,提出行业经济运行现实问题的法律化解路径;另一方面,打破教育同质化壁垒,创造性地提出了“智慧法治+”新文科育人、“德法兼修+”大思政育人、“高等教育+”多主体育人3种模式以响应人才出口实践;最终实现充分融入我国高等教育新文科人才培养、复合型人才培养教育体系。探索形成法学、矿业经济学、能源管理(LME)复合型能源矿业法治人才培养模式,打破法学领域、矿业经济研究领域、能源管理领域知识壁垒,实行广交叉、深协同的跨学科培养。
The promulgation of the revised Energy Law and the Mineral Resources Law(2024 Revision)marks a new chapter in the legal construction of China's energy sector.To innovate the model for cultivating high-level,specialized legal talents in energy governance,on the one hand,China University of Mining and Technology-Beijing aims to expand the pedagogical system for energy and mining legal talents,focusing on key institutional reforms under the dual legislation and proposing legal solutions to the practical problems in the economic operation of the industry.On the other hand,to overcome barriers of educational homogenization.Innovatively,the university proposes three sub-models:"Smart Rule of Law+"for new liberal arts education,"Ethics-Law Integration+"for comprehensive ideological and political education,and"Higher Education+"for multi-subject collaborative education,to respond to the practical needs of talent output.The ultimate goal is to achieve comprehensive integration into China's higher education system,particularly within the framework of nurturing new liberal arts talents and cultivating interdisciplinary professionals.At last,the university has explored and established the LME(Law,Mineral and Energy Economics,Energy Management)model for cultivating interdisciplinary legal talents in the energy and mining sectors.This model breaks down the knowledge barriers between the fields of law,mineral and energy economics,and energy management,implementing a broadly cross-disciplinary and deeply synergistic approach.
