摘要
企业的减排与增效是中小企业高质量发展的重要基础。为检验专精特新“小巨人”政策对中小企业减排与增效的影响,基于2014—2023年我国A股上市公司的面板数据,利用双向固定效应模型,分析专精特新“小巨人”政策和企业“减排增效”之间的内在联系。研究结果发现:专精特新“小巨人”政策不仅可以减少企业污染排放,还能提升企业生产效率,实现了“减排增效”双重效应,且该结论通过一系列稳健性检验后依然成立。机制检验发现,缓解融资约束和提高绿色创新能力是专精特新“小巨人”政策实现企业“减排增效”的传导机制。异质性检验表明,该政策对东部地区和非资源型地区的“减排增效”效应更为显著,对北部地区产生了“增效”效应,对南部地区产生了“减排”效应。因此,研究建议继续梯度培育专精特新“小巨人”企业,同时警惕东西南北地区之间的发展差距,完善政策扶持体系,重点发展缓解融资约束和绿色创新的能力,各地区协同发展专精特新“小巨人”政策,实现各中小企业减少污染排放和提高生产效率共同发展。
The reduction of emissions and the enhancement of efficiency are crucial for the high-quality development of small and medium-sized enterprises(SMEs).To examine the impact of the Specialized,Refined,Unique,and Innovative(SRUI)Little Giant policy on the reduction of emissions and the enhancement of efficiency in SMEs,this study is based on the panel data of A-share listed companies in China from 2014 to 2023.By using the two-way fixed effects model,the intrinsic connection between the SRUI Little Giant policy and the"reduction of emissions and enhancement of efficiency"of enterprises is analyzed.The research results show that the SRUI Little Giant policy not only reduces the pollution emissions of enterprises but also improves their production efficiency,achieving a dual effect of"reduction of emissions and enhancement of efficiency",and this conclusion remains valid after a series of robustness tests.The mechanism test reveals that alleviating financing constraints and enhancing green innovation capabilities are the transmission mechanisms through which the SRUI Little Giant policy achieves the"reduction of emissions and enhancement of efficiency"in enterprises.The heterogeneity test indicates that the policy has a more significant"reduction of emissions and enhancement of efficiency"effect in the eastern region and non-resource-based regions,a"enhancement of efficiency"effect in the northern region,and a"reduction of emissions"effect in the southern region.Therefore,the study suggests continuing the gradient cultivation of SRUI Lttle Giant enterprises,while being vigilant about the development gap between the eastern,western,northern,and southern regions,improving the policy support system,focusing on developing the capabilities to alleviate financing constraints and green innovation,and promoting the coordinated development of the SRUI Little Giant policy in all regions to achieve the common development of reducing pollution emissions and enhancing production efficiency among all SMEs.
