摘要
基于2010一2022年我国27省面板数据,构建固定效应变截距模型,以能源企业为研究对象,评估产业结构优化升级对国家就业总量、可再生能源行业就业及传统能源行业就业所产生的影响。进一步通过技术、经济、教育、政策路径分析产业结构升级在不同地区、企业、行业对就业的作用效果。结果表明:①产业结构升级促进全国就业总数及可再生能源领域就业增加,且对传统能源行业就业产生负面影响。②产业结构升级对就业产生的影响是多方博弈的结果,通过技术与教育路径产生的抑制作用相对微弱,而政策与经济路径的拉动作用显著。③国有能源企业及供应业企业能显著带动整体就业增长,而私有能源企业能显著带动可再生能源行业就业增长。因此,政府需充分发挥引导作用以增强区域发展的联动性和整体性,以渐进方式弥合发展差异,推动地区和谐发展,同时扩大技术进步和教育的正外部性以缓解劳动力技能和劳动力市场错配问题。
Based on panel data from 27 provinces in China from 2010 to 2022,this paper constructs a fixed-effects model with variable intercepts.Taking energy enterprises as the research object,it evaluates the impact of industrial structure optimization and upgrading on the total national employment,employment in the renewable energy sector,and employment in the traditional energy sector.The study further explores the effects of industrial structure upgrading on employment by examining the technological,economic,educational,and policy pathways in different regions,enterprises,and industries.The results show that:First,the upgrading of the industrial structure will promote an increase in total national employment and employment in the renewable energy sector.However,this change may negatively impact employment in the traditional energy sector.Second,the employment effects of industrial structure upgrading are complex and result from a multi-party game.The suppressive effects through technological and educational pathways are relatively weak,while the policy and economic pathways have a significant positive impact.Third,state-owned energy enterprises and supply enterprises significantly contribute to overall employment growth,while private energy enterprises significantly contribute to employment growth in the renewable energy sector.Therefore,the government needs to fully play its guiding role to enhance regional development connectivity and integrity,bridge development differences gradually,promote regional harmonious development,and fully leverage the positive externalities of technological progress and education to alleviate labor skill mismatches and labor market mismatches.
