Education,Science and Technology,and Talent Integration:Theoretical Logic and Measurement Framework

摘要 教育、科技、人才是经济社会发展的关键支撑,其一体化发展对于推进中国式现代化具有重要意义。研究系统探讨了教育、科技、人才一体化的现实与理论基础,基于耦合协调理论构建了教育、科技、人才一体化的识别框架和测度体系,运用2017—2022年全国31个省、市、自治区的数据进行了测算与分析。结果显示:(1)教育、科技、人才一体化水平整体表现出波动式上升的趋势,但存在经济发展水平与一体化发展的协同性偏差,表现出共振协同效应、共生协调效应、共享协作效应;(2)教育、科技、人才一体化水平呈现出从东部沿海向西部内陆“由强到弱”的梯次分布,表现为科技企业引领型、高校院所主导型、多元主体集聚型、产业发展支撑型、政策扶持倾向型、单一资源匮乏型等协作模式;(3)教育、科技、人才一体化水平显现出良好的演进态势,展现为领跑地区由“单核散点式”到“多核分布式”转化,且以企业为创新主体的产学研深度融合的地区具有明显优势。 Education,science and technology,and talent are fundamental pillars of economic and social development.Their integrated development holds significant importance in advancing Chinese-style modernization.This study systemati-cally examines the practical foundation and theoretical underpinnings of the integrated development of education,science and technology,and talent.Based on the theory of coupling coordination,a comprehensive measurement system for integra-tion level was constructed.Using data from 2017 to 2022 across 31 provinces,municipalities,and autonomous regions in China,the study conducted quantitative measurement and empirical analysis of their integration levels.The results indicate:The overall level of integration among education,science and technology,and talent shows a fluctuating upward trend,though the mutual support effect remains limited,and coordination deviations persist.Regional differences are pronounced,giving rise to diverse collaboration models,including:enterprise-led,university/institute-led,multi-stakeholder agglomera-tion,industry-supported,policy-inclined,and single-resource-deficient types.Regions rich in educational resources tend to possess strong capabilities in basic research and original innovation,playing a continuous empowering role in industrial de-velopment and high-level talent cultivation,and exhibit strong symbiosis and sharing mechanisms among education,tech-nology,and talent.In contrast,regions densely populated with tech enterprises focus on technological innovation and indus-trial upgrading,where enterprise-centered innovation systems drive talent attraction and research output transforma-tion-demonstrating resonant synergy and co-creative development across the three domains.The integration level exhibits a gradient distribution from the eastern coastal areas to the western inland regions,transi-tioning from stronger to weaker.The long-term evolution trend across regions generally aligns with the national pattern.This phenomenon is primarily driven by two factors:the"goose formation"development model of regional innovation hier-archies and the"stepwise"spatial distribution of industrial structures.On one hand,based on their industrial foundations and resource endowments,regions have developed differentiated industrial roles and technology clusters,attracting various types and levels of enterprises.On the other hand,the degree of regional integration,industrial chain coordination,and fac-tor endowment differences contribute to notable differentiation in cities'innovation capacity,education resource allocation,and talent development mechanisms,leading to spatial heterogeneity in innovation activities and the emergence of regional innovation hubs.The integration of education,science and technology,and talent is progressing steadily,but inter-regional divergence is becoming increasingly apparent.Leading regions are evolving from previously"single-core,scattered points"to a"multi-core distributed"layout.Notably,regions promoting deep integration of industry-academia-research with enterprises at the center have shown significant advantages.Moving forward,the integrated development requires continued efforts to stimulate endogenous momentum and improve institutional mechanisms.Regions must enhance their understanding of the evolutionary dynamics and developmental stages of integration,accurately identify constraints,and strengthen cross-region-al coordination mechanisms.The ultimate goal is to achieve a virtuous cycle between integrated development and high-qual-ity regional growth,promoting a more balanced and sustainable development landscape across regions.This study represents a preliminary shift from qualitative discussion to quantitative analysis.It provides empirical data to deepen the understanding of the mechanisms and dynamics of integrated development across education,science and tech-nology,and talent,and offers decision-making insights for the institutional reform toward holistic integration of these systems.
