摘要
【目标】研究提高中国西部地区公路运输业绿色效率,为促进西部地区公路运输业可持续发展提供参考。【方法】基于非期望产出Super-SBM模型和Malmquist-Luenberger指数模型方法,从静态和动态2个角度综合测度西部地区公路运输业绿色效率,采用面板Tobit模型识别新发展理念下影响公路运输业绿色效率的主要因素。【结果】2003—2020年,西部地区公路运输业绿色静态效率总体处于较高水平,但呈现显著的地区差异特征,广西、内蒙古、宁夏、陕西、贵州和四川等地区绿色静态效率相对较高。西部地区公路运输业绿色动态效率呈下降趋势,“十一五”至“十三五”时期效率值分别为1.146,0.985,0.905,各地区之间效率值的差距有所增大。在新发展理念下,西部地区公路运输业绿色效率的提升受到技术创新、人均GDP和运输资源共享程度等因素的正向影响,同时受到地区内部发展差异、对外开放水平等因素的制约。【结论】西部地区应坚持系统思维,深入贯彻创新、协调、绿色、开放和共享五大发展理念,不断完善和优化公路运输业绿色转型升级的政策措施。
[Objective]The study provides references for improving the green efficiency of highway transportation in Western China and promoting the sustainable development.[Method]The non-desired output Super-SBM model and Malmquist-Luenberger index model method were adopted.The green efficiency of highway transportation was investigated from both static and dynamic perspectives.The study also identified the main factors affecting green efficiency with the novel development philosophy by using the panel Tobit model.[Result]The static green efficiency was generally at a high level from 2003 to 2020;however,it showed significant regional differences.Some regions had relatively high static green efficiency,e.g.,Guangxi,Inner Mongolia,Ningxia,Shaanxi,Guizhou,and Sichuan.The dynamic green efficiency showed a declining trend,with efficiency values of 1.146,0.985,and 0.905 from the 11th to 13th Five-Year Plan periods.The gap in efficiency values among regions increased.With the novel development philosophy,the improvement of green efficiency was positively influenced by factors,e.g.,technological innovation,per capita GDP,and transportation resource sharing degree.Simultaneously,it was constrained by the factors,e.g.,internal development differences and level of opening-up to outside world.[Conclusion]The western regions of China should insist on the systematic thinking,thoroughly implement the five major development philosophies(i.e.,innovation,coordination,green,openness,and sharing),constantly improve and optimize the policy measures for the green transformation and upgrading of highway transportation.
