摘要
推动城市社区数字治理需考虑数字技术本身与城市社区治理现实情景的融合性与适配性,而算法工具嵌入社区治理场域可通过治理工具更新、软化制度性摩擦和重塑主体认知等方式,提升城市社区服务的精准性、矛盾调解的规范性、风险应对的主动性。同时,嵌入过程也面临数据隐私与共享开放的张力、人文关怀与技术理性的冲突、决策赋能与治理主体自主性错位、商业目标与公共利益脱嵌等技术应用限度带来的问题。对此,算法工具在嵌入城市社区治理进程中,有必要围绕技术应用限度,从数域嵌入、数制规正、数实融合、数利均衡等维度规范算法工具的嵌入边界,以缩短社区工作者与居民的治理距离,并提升社区治理效能。
Promoting digital governance in urban communities requires consideration of the integration and adaptability between digital technologies and the practical realities of urban community governance.Embedding of algorithmic tools into community governance can improve the accuracy of urban community services,the standardization of conflict resolution,and the initiative of risk response through governance tool updating,softening institutional frictions,and reshaping subject’s perceptions.However,the process of embedding also faces problems arising from the limitations of technological application,such as tensions between data privacy and open sharing,conflicts between humanistic concerns and technological rationality,mismatches between decision-making empowerment and the autonomy of governance actors,and the disconnection between commercial goals and public interests.In this regard,it is necessary to focus on the limitations of technological application and to standardize the boundaries for algorithmic tools embedding in the process of embedding algorithmic tools into urban community governance from the dimensions of the embedding of data domain,the algorithmic regulation of data,the integration of data and reality,and the balance of data and benefits,in order to shorten the governance distance between community workers and residents and to improve the efficiency of community governance.
