摘要
线性因果关系作为传统风险理论的基础性假设,在面对日益复杂且不确定的风险环境时,其解释力与应对能力显露出明显局限。该范式未能充分回应现代技术革命对治理结构与实践方式所带来的系统性影响。基于此,本文整合风险社会理论、复杂性科学、数据治理理论及社会资本理论等多维视角,构建数智时代应急社会学的理论框架,系统阐释了数智技术如何重构应急过程中的社会动员机制、协同逻辑与资源配置效率。具体而言,数智技术在风险预警、决策支持、信任构建、协同治理及资源优化等方面发挥关键作用。研究强调,技术创新与制度设计之间存在互补关系,良好的制度安排是技术有效落地的重要保障,应建立规范化的数据治理制度、弹性化的资源调度机制以及面向多元主体的协同激励策略。
The linear causality,as a foundational assumption of traditional emergency management,reveals clear limitations in both explanatory power and response capacity when confronted with increasingly complex and uncertain risk environments.This paradigm has failed to fully respond to the systemic impact of the modern technological revolution on governance structures and practices.On this basis,this article constructs a theoretical framework for emergency sociology in the age of digital intelligence.Such a framework integrates multiple theoretical perspectives,such as risk society theory,complexity science,data governance theory,and social capital theory,to systematically explain how intelligent digital technologies reconstruct social mobilization mechanisms,collaborative logic,and resource allocation efficiency in the process of emergency.Specifically,intelligent digital technologies play a crucial role in risk warning,decision support,trust building,collaborative governance,and resource optimization.The study further points out that there is a complementary relationship between technological innovation and institutional design:effective institutional arrangements are important guarantees for the successful implementation of technology.Accordingly,it is proposed to establish a standardized data governance system,a flexible resource scheduling mechanism,and a collaborative incentive strategy oriented toward multiple stakeholders.
