摘要
民生保障是治国安邦的大问题,事关政治安全、经济安全、社会安全。民生保障可以从制度、治理、对象、水平等层面对国家安全产生重要影响。制度层面包括制度的统一性、层次性、系统性、科学性;治理层面包括资源配置、责任分担、收入分配、管理服务;对象层面包括保障范围、需求满足、评价反馈;保障水平层面包括公平性、适度性、可持续性。在实践中,民生保障体系的不完善不利于维护国家安全,主要体现在:包容性不足、公平性不高、运行机制不成熟、应急响应机制不理想、可持续性隐患、政策体系不完善。未来需要强化托底型民生保障,完善基本型民生保障,推进改善型民生保障,发展富裕型民生保障,迈向共同富裕型民生保障。着力增强民生保障的包容性、公平性、可持续性,提升民生保障治理能力,完善民生保障的应急功能与政策体系,充分发挥民生保障在维护国家安全中的作用。
Social security is a major issue for governing and ensuring the stability of the country,as it concerns political,economic,and social security.Social security can have a significant impact on national security across various dimensions,including systems,governance,beneficiaries,and levels of protection.At the system level,it involves the unity,hierarchy,systemic nature,and scientific basis of the system;at the governance level,it includes resource allocation,responsibility sharing,income distribution,and management services;at the beneficiary level,it covers the scope of protection,satisfaction of needs,and feedback evaluation;and at the protection level,it concerns fairness,adequacy,and sustainability.In practice,the inadequacy of the social security system hinders the maintenance of national security,mainly reflected in insufficient inclusiveness,low fairness,immature operational mechanisms,suboptimal emergency response mechanisms,sustainability risks,and an incomplete policy system.In the future,it is necessary to strengthen the basic-level social security,improve fundamental social security,promote enhanced social security,develop prosperous social security,and move towards a common prosperity-oriented social security system.Efforts should focus on enhancing the inclusiveness,fairness,and sustainability of social security,improving governance capabilities,perfecting the emergency functions and policy system,and fully utilizing social security to safeguard national security.
