摘要
社会评议制度是政府信息公开工作的监督保障制度,是外部监督的主要形式。社会公众通过社会评议制度对政府信息公开工作进行评价、提出建议,是督促政府信息公开工作落到实处、产生实效的关键一步。社会评议制度对于落实全过程人民民主、实现各方面共同治理、加快推动政府转型、推进政府治理现代化都有实际意义。通过检索、梳理各地方政府制定的社会评议制度,通过对比和分析,总结出现阶段各地政府制定的社会评议制度的概况;以《中华人民共和国政府信息公开条例》(以下简称《政府信息公开条例》)中的要求为标准,考察各地方政府的社会评议制度的开展情况,反思、总结出其存在的不完善之处,提出完善路径,具有重要的现实意义。
The social appraisal system is a mechanism for supervising and guaranteeing government information disclosure work.Introducing the mechanism for the evaluation of government information disclosure work by the public through the social appraisal system is a key step to ensure that government information disclosure work is carried out effectively and produces practical results.The social appraisal system is of practical significance for implementing the wholeprocess people's democracy,realizing collaborative governance in all aspects,accelerating transformation of government functions,and promoting modernization of state governance.This article searches and sorts out the social evaluation systems formulated by various local governments,and summarizes the overview of the current social evaluation systems formulated by local governments through comparison and analysis;Based on the requirements of the"Regulations on the Disclosure of Government Information of the People's Republic of China"(hereinafter referred to as the"Regulations on the Disclosure of Government Information"),this study examines the implementation of social evaluation systems in various local governments,reflects on and summarizes their shortcomings,and proposes improvement paths,which has important practical significance.
