摘要
我国涉外检察人才培养应始终将“培养什么人、怎样培养人、为谁培养人”作为底层逻辑,即明确涉外检察人才的概念与定位、培养的标准与方法、供给与需求。从实然角度看,当前涉外检察人才培养宏观层面队伍建设意识不强、缺乏长期规划、培养精细度不够导致人才数量不多,微观层面培训内容设置单一、师资配备不强、实践训练不足导致人才专业素质不强。当下,需遵循应然培养的逻辑进路,在习近平法治思想指引下,立足涉外检察人才培养的目标,结合检察机关位于供给侧、需求端的双重定位,采取“法外并重”培养方法,一体推进招录、培养、选拔、使用、管理等“全生命周期”人才队伍建设,切实打造一支具有过硬政治素质、开阔外交视野、良好法律素养的涉外检察队伍。
From an ontological perspective,the cultivation of China's foreign-related prosecutorial talents should always take"who to cultivate,how to cultivate,and for whom to cultivate"as the underlying logic,that is,to clarify the concept and positioning of foreign-related prosecutorial talents,the standards and methods of cultivation,as well as the supply and demand.From a practical perspective,currently,at the macro level,the awareness of team building for foreign-related prosecutorial talents is not strong,there is a lack of long-term planning,and the cultivation is not refined enough,resulting in a small number of talents.At the micro level,the training content is single,the teaching staff is not strong,and the practical training is insufficient,resulting in the weak professional quality of talents.At present,it is necessary to follow the logical approach of ontological cultivation,based on the goal of cultivating foreign-related prosecutorial talents,combined with the dual positioning of the procuratorial organs at the supply side and the demand side,adopt the cultivation method of"equal emphasis on law and foreign affairs",and integrally promote the"full-life cycle"talent team construction in recruitment,cultivation,selection,use,and management,so as to effectively build a foreign-related prosecutorial team with excellent political quality,broad diplomatic vision,and good legal literacy.
