中国海洋资源与海洋要素流网络耦合关系及影响机制

Coupling and impact mechanism of marine resources and marine multi-flow networks in China

摘要 随着信息技术的发展,各类资源要素在沿海地区的流动日益频繁,海洋经济的提质增效越来越依赖于本地资源禀赋以及跨区域海洋要素的有效整合。基于2011-2021年我国11个沿海省区的面板数据和多元流网络矩阵数据,采用组合赋权-TOPSIS法对海洋资源和海洋要素流网络分别进行定量分析,进一步使用修正的耦合协调模型、空间马尔可夫链、空间计量模型等方法探究二者的耦合关系及其影响因素。研究发现:(1)海洋资源发展水平呈稳定增长趋势,海洋要素流网络发展水平呈波动下降趋势;(2)海洋资源与海洋要素流网络的耦合协调度和相对发展度不断提升,各区域耦合协调度从大到小依次为长三角、闽粤、环渤海、环北部湾。耦合协调度存在正向溢出效应,且当耦合协调阶段为协调发展时,正向溢出效应最大;(3)产业结构、金融市场活跃度、环境污染、公路密度等因素对耦合协调度的影响显著为正,对外开放对耦合协调度的影响显著为负,财政支出对耦合协调度的影响不显著。研究对海洋经济高质量发展具有重要的理论和实践意义。 The advancement of information technology has been accompanied by increasingly frequent flows of resources in coastal regions.The quality and efficiency of the marine economy are now more reliant on local resource endowments and the effective integration of cross-regional marine factors.This study employs panel data and multivariate flow network matrix data from 11 coastal provinces and regions in China spanning from 2011 to 2021.Using a combined empowerment TOPSIS method,we quantitatively analyze the development levels of marine resources and marine multi-flow networks separately.Furthermore,a modified coupling coordination model,a spatial Markov chain,and a spatial econometric model are applied to examine the coupling relationship between these two systems and the factors influencing it.The results reveal that:(1)The development level of marine resources shows a stable upward trend,while that of marine factor flow network shows a fluctuating downward trajectory.(2)The coupling coordination degree and relative development degree between marine resources and marine multi-flow network have been gradually increasing.Among the regions examined,the Yangtze River Delta has the highest coupling coordination degree,followed by Fujian and Guangdong,the Bohai Rim,and the Beibu Gulf Rim.A notable positive spillover effect is observed in the coupling coordination degree,with the greatest effect occurring during the stage of coordinated development.(3)Factors positively influencing the coupling coordination degree include industrial structure,financial market activity,environmental pollution,and highway density.In contrast,the degree of opening up exerts a significant negative effect,while fiscal expenditure shows no significant impact.This study provides theoretical and practical implications for promoting the high-quality development of the marine economy.
