摘要
河流伦理强调尊重河流的自然规律,正确处理人与河流生命的关系,维护河流生态系统健康,实现人与河流和谐共生,与新时代幸福河湖建设的方向和目标高度一致。文章总结了河流伦理的基本内涵,阐述了其在促进幸福河湖建设、助力幸福河湖生态保护、形成幸福河湖宜居环境、打造幸福河湖先进文化等方面的时代价值,并结合河流伦理提出了幸福河湖建设的路径:完善河流法律规范,扩大法律保障范围;强化流域综合管理,促进河湖生态平衡;强化数字技术赋能,推进河湖智慧管理;应用绿色工程技术,降低负面生态影响等。
River ethics emphasizes respecting the natural laws of rivers,correctly handling the relationship between human and river life,maintaining the health of river ecosystem,and achieving the harmonious coexistence between human and rivers,which is highly consistent with the direction and goals of the construction of happy rivers and lakes in the new era.This paper summarizes the basic connotation of river ethics,and elaborates on its contemporary value in promoting the construction of a happy river and lake,facilitating the the ecological protection of happy rivers and lakes,forming a livable environment for happy river and lake,and creating an advanced culture for happy rivers and lakes.In combination with river ethics,it proposed the practical paths for happy rivers and lakes construction,such as improving the legal norms of rivers and expanding the scope of legal protection,enhancing the comprehensive management of river basins and promoting the ecological balance of rivers and lakes,strengthening the empowerment of digital technology and promoting the intelligent management of rivers and lakes,as well as applying green engineering technologies to reduce negative ecological impacts.
