摘要
法国萨科齐时期“目标导向警务”战略在短期内实现了刑事犯罪发案率下降、破案率提升的目标,但数据造假、过度量化考核等弊端导致深层犯罪问题未得到有效解决,公众满意度低。这既源于目标管理理论应用中量化指标与复杂治理需求的内在矛盾,也与法国战略实施时目标设定不科学、资源配置失衡、数据监管缺失相关,更受其警务体制集权模式、社区警务重视不足等深层因素影响。我国在目标管理理念实践中,需立足“以人民为中心”的发展思想,通过目标共同商定、构建多元化指标体系、动态配置资源、强化全流程数据监管等优化路径,规避“唯数据论”陷阱,进而提升警务管理效能,筑牢警民协同治理基础,为国家治理体系现代化提供安全保障。
The results-oriented culture(culture du résultat)of policing promoted by,Sarkozy,then Minister of the Interior,has achieved declines in official crime rates and increases in clearup rates.It was also criticized for leading to problems such as numerical juggling,arrests of“small fries”,neglect of surveillance on bigger criminals,and low public satisfaction with police performance.These problems were induced by a number of reasons:the paradoxical link between Management by Objectives(MBO)and the traditional hierarchical police structure;the imposition of precise objectives from the Ministerial-level,the understaffed and underresourced Commissariat de Police,and the lack of data transparency;the traditionally highly centralised French police system and the hard-to-implement community policing reform(Police de Proximité)in France.When implementing MBO theory in policing,China must adhere to the people-centered development philosophy and a decentralized objective-defining(goal-setting)process.And diversified indicators and measurements of performance should be used.Only with sufficient resource supply and data audit(inspection)can the police prevent MBO practice from becoming a game of numbers.These measures aim to enhance policing efficiency,solidify partnership between the police and the public,and provide security guarantees for the modernization of the national governance system.
