摘要
在全面推进乡村振兴的背景下,健全金融功能支持体系是支撑产业振兴的迫切要求。金融功能是金融系统适应系统外部发展目标和发展环境,设计合理功能需求的结果。基于金融功能理论,构建了支持乡村产业振兴的金融功能分析框架,并以西北Y县黑米产业为例,分析了金融功能的实现机制。研究认为,产业振兴的内涵、发展目标和发展环境决定了金融具有更高的交易促进效率、更强的金融资源配置、更多元的金融产品创新和更有成效的风险治理功能,这些功能在黑米产业链各环节形成不同的资本形成、资源配置、金融创新和风险治理机制。据此,深化产业振兴的金融功能认识,建立功能导向的金融支持体系,需要着力于金融组织、金融产品、金融政策、金融担保和金融保险体系建设。
Against the backdrop of comprehensive rural revitalization,advancing thriving industries urgently calls for an improved system of financial functions.Financial functions are the outcome of the financial system’s adaptation to external development goals and environments through the design of appropriate functional requirements.Grounded in financial-function theory,constructs an analytical framework for the financial functions that support thriving rural industries and,using the black-rice industry in Y County,Northwest China,as a case study,examines the mechanisms by which these functions are realized.The study finds that the connotation,development goals,and operating environment of thriving industries determine that finance must deliver higher transaction facilitation,stronger allocation of financial resources,more diversified product innovation,and more effective risk governance.These functions manifest distinct mechanisms of capital formation,resource allocation,financial innovation,and risk governance across the various links of the black-rice value chain.Consequently,to deepen understanding of the financial functions underpinning thriving industries and to establish a function-oriented financial support system,efforts should concentrate on developing institutions,products,policies,guarantees,and insurance within the financial sector.
