摘要
中国与阿拉伯国家建立了跨越千年的传统友谊,能源合作是双方合作的重要领域。中阿能源合作总体经历了起步探索、纵深拓展、全面深化3个阶段,合作成果突出,能源贸易持续增长,能源投资规模不断提升,投资拓展至相关高新技术领域,带动金融合作不断深化,助力中阿经济社会发展。当前,国际局势深刻演变,全球能源格局加速重塑,能源转型成为不可逆转的大趋势,中阿能源合作面临新的机遇与挑战。中阿应顺应绿色低碳转型大势,持续巩固油气合作基本盘,加快拓展新能源领域协作,推动投资向供应链、产业链协同深化,完善产业与金融双轮驱动的合作格局,强化智力支撑与创新引领,积极构建更加立体、多元、可持续的中阿能源合作新格局。
The time-honored friendship between China and Arab countries dates back millennia,with energy cooperation constituting a major area of collaboration.China–Arab energy cooperation has evolved through such three phases as initial exploration,deepening expansion,and comprehensive deepening and achieved good cooperation results.Energy trades continuously increases,energy investment continuously elevates,extending related high-tech sectors,financial cooperation driving by energy continuously deepens,helping both sides’economic and social development.At present,the international landscape is undergoing profound changes,the global energy structure is being rapidly reshaped,and energy transition has become an irreversible trend,and China–Arab energy cooperation faces new opportunities and challenges.The paper proposes that both sides should align with the green and low-carbon transition,continue to consolidate the foundation of oil and gas collaboration,accelerate the expansion of new energy cooperation,promote deeper integration of trade and investment with supply chains and industrial chains,improve the dual-driven framework of industry and finance,strengthen intellectual support and innovation leadership,and actively construct a more comprehensive,diversified,and sustainable new pattern of China–Arab energy cooperation.
