摘要
上海合作组织经过20多年发展,已成为推动区域能源合作的重要力量。上合组织国家在能源资源禀赋和能源消费需求上的差异性,以及不同国家的地理区位优势,为域内各国深化能源合作提供了必要前提和重要保障。目前,上合组织国家已经形成石油天然气、传统电力、可再生能源、核能等宽领域、多层次的能源合作格局。随着全球地缘政治经济形势复杂演化,各国投资环境差异化凸显、战略自主性逐步上升和对推动资源经济转型迫切性增强,上合组织国家能源合作前景广阔。为高质量推进能源合作,亟须加强域内各国能源产业合作政策沟通,深化传统能源贸易与投资合作,积极拓展新能源、新领域合作,构建跨区域多元化能源供应体系,构建陆上互联互通网络,深化海上能源通道运输合作,推进能源技术创新与合作,推动上合组织国家能源金融的融合发展。
After more than two decades of evolution,the Shanghai Cooperation Organization(SCO)has emerged as a significant force in advancing regional energy collaboration.The diverse energy resource endowments and consumption needs of SCO member states,coupled with their geographical advantages,constitute essential preconditions and a solid foundation for deepening energy cooperation within the region.Currently,SCO countries have established an extensive and multi-tiered framework of energy cooperation spanning oil and gas,conventional power,renewable energy,and nuclear power.Against the backdrop of a complex and evolving global geopolitical and economic landscape,varying national investment environments,growing strategic autonomy among members,and the pressing need to transition away from resource-dependent economies,the prospects for energy cooperation within the SCO remain broad.To foster high-quality energy collaboration,it is imperative to enhance policy coordination on energy industry cooperation among SCO states,deepen traditional energy trade and investment ties,actively expand cooperation in new energy sectors and emerging fields,establish a cross-regional diversified energy supply system,develop land-based interconnectivity networks,deepen collaboration on maritime energy corridor transportation,advance energy technology innovation and cooperation,and promote the integration of energy and finance within SCO member states.
