摘要
斡旋是冲突管理的重要方式。当前世界范围内,热点问题频发,冲击地区和全球安全环境,但是大部分冲突得不到及时、有效的斡旋,斡旋有效供给不足。党的十八大以来,中国以负责任大国姿态,更加积极主动地参与全球安全治理,斡旋推动热点问题政治解决。中国的建设性斡旋尊重当事方意见,以劝和促谈为主要方式,以公平务实为主要态度,以标本兼治为主要思路,有利于促进冲突的根本解决。在斡旋实践中,中国扮演积极的沟通者,推动和解信息在冲突方之间顺利流动;通过创造对话机会、协助寻找冲突退出方案、进行多边斡旋协作等方式,帮助冲突各方解决具体分歧,达成和解协议;以发展巩固斡旋成果,推动建设更加公平正义的地区和全球安全秩序,塑造冲突各方对于一个更加繁荣、安全的未来的稳定预期。中国正通过建设性斡旋为建设一个普遍安全、持久和平的世界做出更大贡献。
Mediation is an important way of conflict management.At present,various kinds of conflicts are constantly occurring in the world which affect the regional and global security.But most of them are lack of prompt and effective mediation,and the effective supply of good offices is insufficient.Since the 18th CPC National Congress,China has participated in global security governance and promoted the political settlement of hotspot issues more actively.China's constructive mediation is conductive to the fundamental settlement of the conflict with the characteristics of the respect of common concerns,main approach of peace talks,main principle of fairness and pragmatism,as well as core purpose of addressing both the symptoms and root causes.In its mediation practice,China plays an active role as a communicator,promoting the smooth flow of reconciliation information between the conflicting parties,helping conflicting parties resolve differences and reach a settlement agreement by creating opportunities for dialogue and solution-seeking,consolidating peace through development as well as the common expectations for a more prosperous and secure future.China is making greater contribution to build a world of universal security and lasting peace through constructive mediation.
