摘要
以包头市管道直饮水工程建设为例,深入剖析包头市管道直饮水二十余年发展历程,通过案例分析、政策文本分析与统计数据挖掘,总结发展过程中面临的水资源短缺、运营成本攀升、管网老化漏损及监管体系滞后等一系列问题,并提出对策建议,主要包括技术层面推广膜分离技术与智能漏损监测系统以提高水资源利用率;管理层面推动小型企业水站移交专业运营公司并强化人员培训;政策层面建立市场化价格调整机制与政府主导的管网改造工程;制度层面完善法规标准与跨部门协同监管,促进包头市管道直饮水行业的可持续发展。旨在建设成熟的包头模式,为其他城市提供技术集成、成本分担与制度创新的参考范式,对推动全国饮用水安全体系建设具有实践价值。
Taking the construction of piping drinking water project in Baotou City as an example,the development history of piping drinking water in Baotou City for more than 20 years was deeply analyzed.A series of problems faced in the process of development of shortage of water resources,rising operation costs,aging of pipeline network,leakage,and lagging of the regulatory system were summarized by case analysis,policy text analysis,and statistical data.The main countermeasures proposed include the promotion of membrane separation technology and intelligent leakage monitoring system at the technical level to improve the utilization of water resources;The water stations of small enterprises was transferred to the professional companies and the personnel was deeply trained at the management level;A market-oriented price adjustment mechanism and government-led pipeline network renovation projects were established at the policy level;And the regulations,standards and cross-sectoral supervision were improved at the institutional level to promote the sustainable development of the piping drinking water industry in Baotou City.That building a mature Baotou model will provide a reference model for other cities in terms of technology integration,cost sharing and system innovation with practical value in promoting the construction of the national drinking water safety system.
