摘要
在新一轮科技革命与全球产业重构的背景下,科技创新与产业创新的融合发展已成为推动我国现代化产业体系构建的重要路径。当前,我国产业体系仍存在自主性不足、结构不优、韧性不强等现实挑战,亟需依托科创策源、新型研发机构、高质量孵化器、国资基金、产业园区等工具组合的使用,以推动技术迭代与产品升级,形成以科技创新促进产业创新的良性机制。本文从科技创新与产业创新的高效融合发展视角出发,聚焦国资基金在中国特色制度优势下赋能现代化产业体系建设的作用机制,提出从国资科创功能理念、创新链场景生态、专业化投资决策、开放式创新引领、国资创新机制改革五个方面,设计国资基金赋能科技创新与产业创新的融合发展实践路径,为我国国有资本服务中国式现代化创新提供思路与制度建设参考。
Against the backdrop of a new round of technological revolution and global industrial restructuring,the integrated development of scientific and technological innovation and industrial innovation has become a crucial path to advance the construction of China's modern industrial system.Currently,China's industrial system still faces practical challenges such as insufficient autonomy,sub-optimal structure,and weak resilience.There is an urgent need to leverage a combination of tools including scientific and technological innovation hubs,new-type R&D institutions,high-quality incubators,state-owned capital funds,and industrial parks.This will drive technological iteration and product upgrading,and foster a sound mechanism where scientific and technological innovation promotes industrial innovation.From the perspective of the efficient integrated development of scientific and technological innovation and industrial innovation,this paper focuses on the functional mechanism of state-owned capital funds in empowering the development of a modern industrial system under the institutional advantages with Chinese characteristics.It proposes designing practical paths for state-owned capital funds to facilitate the integrated development of scientific and technological innovation and industrial innovation from five aspects:the concept of state-owned capital’s sci-tech innovation function,the scenario-based ecosystem of innovation chains,professional investment decision-making,the guidance of open innovation,and the reform of state-owned capital’s innovation mechanism.The research aims to provide ideas and institutional construction references for China's state-owned capital to serve the innovation-driven Chinese modernization.
